SATURDAY JUNE 7TH ANNUAL MEETING 6:00 PM

SATURDAY JULY 12th ANNUAL PICNIC 12:00 - 4:00 PM

The OHPOA Annual Picnic will be held at Herb Leach Park and Beach on Saturday, July 12th, from 12:00 – 4:00 p.m. (rain date of Sunday, July 13th). We plan to have the popular Corn Hole tournament again. Tournament is a blind doubles format. Please check the information sign board for updates.  

IMPORTANT News FOR SUMMER 2025

BOAT RACK - nonmotorized boats

There is a boat rack located near the baseball diamond to be used by OHPOA members for non-motorized boats. Please fill out the Boater’s Registration form  and return it by June 1, 2025, to P .O. Box 579, Burlington, WI 53105. Please keep your boats on the rack so the grass can be mowed. Vessels may be parked there from April 1 – October 31 each year. All boats must be removed by 10/31/25, or they will be disposed of.

BOAT MOORING

If you plan on mooring your boat on a numbered T along the seawall, please complete the  Boater’s Registration form (available here) and return it by June 1, 2025, to: P.O. Box 579, Burlington, WI 53105. Only one boat per household may be registered. Permanent T assignments are being made this year. OHPOA members in good standing must be the owner of the boat. Boats may be moored from April 1 – October 31. All boats must be removed by 10/31/25 or they will be disposed of. Also, any tires, pipes, or other items must be removed from the lake. Please get in touch with Amber Della Bianca: granitegirl06@hotmail.com to find out what T’s are available.

WEED REMOVAL

We will continue to maintain the swimming area on an annual basis as necessary with monetary assistance from the Bohner Lake Sanitary District. We have added additional resources to get ahold of our weed growth issue and hope to see continued improvement in this area.

The OHPOA is an association for dues-paying members only with a private beach and park.

  
The following is information regarding the OHPOA:

The last week in April, a packet of information is mailed to each property owner within the association boundaries. It includes the Annual Newsletter with information about “what’s happening”; 

Dues Invoice, Boater’s Registration Form and information regarding the Annual Picnic.

Here are some highlights of the rules, regulations,, and procedures regarding the OHPOA:


Herb Leach Park and Beach The beach and park are open daily from 7:00 a.m. – 10:00 p.m. The amenities to utilize for all members in good standing are:· playground equipment· baseball diamond· sand volleyball court· basketball court· disc golf·  roped designated swimming area· raft· picnic tables· park benches· porta-potty· pavilion· mooring of registered boats along the seawall.

  1. Information Sign Board – There is an information signboard with up-to-date OHPOA information. A sign with the water quality of the lake is posted each day during the summer months that is provided by the Town of Burlington. And the OHPOA boundaries are on the backside of the information sign board. Information is posted periodically, so please check the board for updates.  
  2. Annual Dues – The annual dues are $30.00 per lot and are due on June 7th 2025-year. The dues form is included in the information packet mailed each year in April. Dues are collected each year to maintain the beach and park. A lien will be placed on your property if dues are not paid.
  3. Pavilion – Any member in good standing may reserve the pavilion by e-mailing Nancy O'Reilly or Nbelau@yahoo.com It is the responsibility of the member to clean up everything after their party by putting all the garbage in the waste receptacles provided in the park.
  4. Flag Raising Ceremony – The OHPOA opens the summer season with a Flag Raising Ceremony held in the Herb Leach Park and Beach at the flagpole on the Saturday of Memorial Day Weekend at 10:00 a.m. All members are welcome to participate. Please join us.
  5. Annual Meeting – A meeting is held in June for board members and all association members in good standing to review plans for the coming year. Election of officers, financial reports, and approval of set dues is conducted at the meeting. It is held at the Burlington Town Hall 32288 Bushnell Rd, Burlington, WI  53105.    
  6. Annual Picnic – The picnic is held at the park for all OHPOA members in good standing. A form is included in the annual mailing in April.
  7. Park and Beach Maintenance – The park is mowed weekly or as needed from Spring through Fall. The beach is raked as needed to remove goose droppings and weeds along the lakeshore during summer. The beach and the volleyball court are maintained by adding sand and dragging as needed. Please keep debris away from both sandy areas so no one steps on something that could hurt them.
  8. Mooring of Boats – Association members in good standing must register their boats with the form provided in the information packet mailed in April Once the boats are registered, you may moor your boat in one of the boat slips along the seawall on a first-come, first-served basis or put them on the boat rack in the park. The boat rack is near the baseball diamond for canoes, kayaks, and non-motorized vessels. The boats must be kept in the water or on the racks so the grass can be mowed. Tees are provided to secure your boat to the shoreline. Please do not secure your boat to the seawall, as this will cause damage and compromise the wall. If you put items in the lake, such as pipes, tires, other items, etc., to stabilize your boat, they must be removed each year by October 31st. After October 31st, deserted boats will be disposed of. Chains and locks must also be removed from the tees, or they will be cut off. Please contact Amber Della Bianca – granitegirl2006@hotmail.com to find out what T’s are available.
  9. Pets – All animals must be on a leash at all times and in their owner’s control. No animals are allowed on the beach or in the designated swimming area. Please clean up waste from your pets.
  10. OHPOA Rules – In order to maintain a clean and safe environment in the park and at the beach, the OHPOA will not allow any glass containers, bonfires, camping in the park, fishing in the swimming area, fishing from the raft, vessels of any type in the swimming area, no animals on the beach and no animals in the swimming area. There is no lifeguard on duty, so swim at your own risk.
  11. Porta-Potty and Waste Receptacles – The Porta-Potty is placed in the park during the summer months for your convenience. Garbage cans are located throughout the park, so please help keep the park clean by putting your garbage in the cans and please replace the lids to the garbage cans to prevent animals from getting in the garbage. 
  12. Motorized Vehicles – ATV motorized vehicles are not allowed on the beach at any time. They may be driven in the park from the street to one’s boat to drop off and pick up equipment and then park on the street. During the winter months, ATVs and snowmobiles may be used in the park, provided the ground is frozen and there is at least 3” of snow on the ground. Please do not drive over the beach area or the volleyball court. Operate your vehicles at your own risk.
  13. Signage - There are signs posted in the park and at the beach with rules and regulations.
  14. Remember – Check the Information Sign Board for up-to-date information; use the playground equipment at your own risk; no lifeguard is on duty, so swim at your own risk and mark your calendars for upcoming activities. 


If you see any suspicious activity in the park or someone causing vandalism by destroying property, 

please call the Racine County Sheriff, 262-866-2300.

 Trespassers and violators will be prosecuted.
Call 911 for any emergencies. 

We are all responsible for taking care of our beach and park.

FOR ALL OHPOA MEMBERS IN GOOD STANDING AND GUESTS


  The OHPOA Annual Picnic will be held at Herb Leach Park and Beach on Saturday, July 12th from 12:00 – 4:00 p.m. (rain date of Sunday, July 13th) Please check the information sign board for updates. Come for some fun, food, and entertainment. We will be adding a Corn Hole tournament. Tournament will be a blind doubles format. An enjoyable time for everyone! Menu: hamburgers, hotdogs, brats, baked beans, chips, pasta salad, fruit, soda, beer, and more. 


We also have a Facebook page. Oakwood Hills Property Owners Association – Herb Leach Park and Beach. 

It is a private page for members of the association. If you are on Facebook, ask to join our page.  


There is a message signboard at Herb Leach Park and Beach. 

We post updated information and information about the park and lake. Please check it out.

Have a safe and fun boating season! Make sure your family members and guests know the laws of the lake. Operators and owners of boats and jet skis can be ticketed for violations

• Speed boating follows a counterclockwise direction. 

• Boating speed limit is 40 mph. Slow-no-wake is lake-wide between 7:00 p.m. and 10:00 a.m. 

• Slow-no-wake zone is a minimum of 150 feet from shore per Town Ordinance 11.12.120, 

or to the buoys if they are farther out from shore. 

• Post your house numbers on your pier (required by town ordinance). 

• When boating, always keep a safe distance from piers, boats, and swimmers. 

• All vessels (including canoes, kayaks, and paddleboards) must have at least one USCG approved wearable personal flotation device or PFD (life jacket) for each person on board. Federal law requires children under the age of 13 to wear a USCG–approved PFD while underway in an open vessel on federally controlled waters.  


The most common boating violations

• Expired or no registration 

• Boats with no throwable floating device (PFD)

• Boating too fast for slow-no-wake area along shorelines 

• Skiing or towing without a qualified observer on the boat 

• Towing more than two people 

• Personal watercraft going too fast for slow-no-wake within 100 feet of another boat  Buoys

 The Water Patrol places buoys around the lake to mark potentially dangerous objects, beach swim areas, etc. The buoys must never be moved or used as a place to moor your boat. If you believe a buoy has been moved intentionally or by wind, contact a BLMC member immediately to ensure lake safety.

Town of Burlington New Ordinance - Mooring of boats

11.12.130 Unauthorized Mooring on Piers, Wharfs or Shoreline Areas  


A. No person shall moor, tie or otherwise attach a watercraft or vessel to any pier, wharf or shoreline area owned by another without the express consent of such pier, wharf of shoreline area.  


B. Removal. The water safety patrol, the police of the town or the Racine County Sheriff’s Department shall cause to be removed to a convenient and safe place any watercraft or vessel moored tied, or attached to any pier, wharf or shoreline are in violation of the provisions of this section after having made reasonable efforts to provide notice to the owner or to the person in charge thereof, if known, to so remove such watercraft or vessel.  


C. Costs of removal. All costs, charges and expenses of such removal are a first lien on such watercraft or vessel, which lien may be enforced in the manner provided by law. The owner of any such watercraft or vessel is also personally liable for such costs, charges and expenses, to be recovered by the municipality by a personal action.  


D. Applicability. The provisions of this section shall apply to the waters of Browns Lake and Bohners Lake, lying wholly within the boundaries of the town. The provisions of this section shall be enforced by the officers of the water patrol, the police of the town of the Racine County Sheriff’s Department. 

 

E. Penalty. Any person violating any provisions of this section shall upon conviction, be subject to a forfeiture of not more than three hundred fifty dollars ($350.00) for the first offense and not more than five hundred dollars ($500.00) upon conviction of the same offense a second or subsequent time within twelve months.

About Bohners Lake

General facts regarding Bohners Lake but not governed by the OHPOA::


Bohners Lake is a 135-acre lake with a maximum depth of 30’.

All lakefront homeowners are required to post their addresses on their pier. The numbers should be at least 2 ½” square and must be visible from the lakeside.  


Launching of Boats 

Your boat must be launched from the public beach boat launch. Access at the North side of the lake near Lagoon Drive.


You may obtain a permit from the Burlington Town Hall, 32288 Bushnell Road, Burlington, WI, 53105, and they will provide you with a sticker at no cost.  


You are not allowed to launch any boats at Julius Aukes Beach, which is by the Beachview Grocery Store. That beach is part of the Oakwood Hills Civic Association, which is only for members in that area.


Boating Rules and Regulations 

Boating should follow a counter-clockwise direction.

The lake has a slow no-wake rule between 7:00 p.m. and 10:00 a.m. each day.


The speed limit on the lake is 40 mph.


The middle of the lake is where boaters anchor down to swim from their boats or relax on floats, etc., so you are not allowed to cut through the middle of the lake.


There are buoys around the lake’s perimeter, indicating a no-wake zone from the shoreline to the buoys.  

Float ropes around the swimming areas of the three beaches on the lake indicate the areas are for swimming only. Vessels of any kind are not allowed in the swimming areas.  


Non-motorized boats have the right-of-way (kayaks, canoes, sailboats, paddleboats, etc.) To be safe,e it is advised to use canoes, kayaks, paddleboats,s and paddleboards in the no-wake zones. All persons must have a U.S. Coastguard-approved life jacket.


All boats must have a U.S. Coastguard-approved life jacket for each person onboard a boat. And each boat must have a U.S. Coastguard-approved throwable device for any boat.  


Each boat must have a fire extinguisher.  


Each boat must have operational lights.


You must abide by the boat’s person/load capacity. An information plate states the capacity located near the boat operator’s seat.


DNR recreational specialists recommend all boat operators complete a safety course. 


The DNR provides lake patrol on Bohners Lake.

Operators and owners of all boats and jet skis can be ticketed for violations.  


Fishing on the Lake

There are Panfish, Large Mouth Bas,s and Northern Pike in Bohners Lake. 


A valid fishing license is required for persons 16 and older.


Fishing licenses are in effect from April 1st through March 31st of the following year.


Fishing is not allowed in any of the designated swimming areas on the lake or from the rafts. 


Make sure you know the laws of the lake. Review the state laws provided with your boating registration each season to stay current.
